Hall Governance
Chieveley Recreational Centre is a Registered Charity No. 296892
Meet the helpers and committee, and find all that exciting but important stuff about our accountability to you here.
Our Story
Chieveley Village Hall was established in 1949 by the donation of land and buildings. Half was funded by benefactors; half by public subscription. It has since remained in the heart of the village. In common with many others, the objectives written into our Trust Deed state that it is provided "for the use of the inhabitants of Chieveley".
We have updated many times since our founding, maintaining the facility to a high standard. It is much used.
Your committee recognises that people now travel far more than did our forebears in the 1940s. Villagers benefit greatly when clubs based beyond the parish bounds bring talent and events. We are fortunate in being at a major crossroads and visitors contribute significantly to the costs of running the facility.
Our constitution requires us to be run by representatives of users, allowing a limited number of additional elected members such as our treasurer and chair. The electorate is villagers of Chieveley.
The Hall and grounds are provided for use and enjoyment. We aim to provide an efficient and effective service and delight in the joy this brings to many.
The Hall is run by volunteers who are not paid for their services.
Contain your excitement!

Hall Executive Committee
Neal Courtney
Chair of Trustees. Elected
Neal took on the role of Chairman for the Chieveley Recreational Centre (CRC) in June 2023 with a view of shaping how the village hall and surrounding recreational facilities could become more sustainable and relevant for the local community. His background is from insurance related services and latterly running his own consultancy company. With the CRC he inherited a well-run organisation with an Executive Committee, employees, volunteers, and Trustees who are willing and enthusiastic to contribute and support these developments. He says “Although there are many loyal groups of regular hirers of both the hall and grounds, and several events centred on the facility, there is still much to do, both in increasing the footfall and improving the facilities for users now and in the future. It’s both an exciting and rewarding challenge and a chance to give something back to the community.”
Phil Kinzett-Evans
Treasurer. Elected
Having moved into the area in December 2021, Phil arrived in a timely fashion to take over from the outgoing treasurer of the Chieveley Recreational Centre charitable trust. Phil’s background is in accountancy and taxation, being Tax Director and an owner at UHY Ross Brooke. Phil is also a Member of Newbury Rotary Club and Newbury 41 Club, offering his skills in accounting and finance to support charitable causes. Phil said: “My family and I moved to the Village area and I was keen to find a way to meet people in the local village community. What better way to do that than to volunteer myself for one of the central functions of a key community facility. I enjoy giving back to the community I live in.” Phil has a Wife, Karen, and a young lad, Owen, plus their German Shepherd, Bander (taken from ‘Bandersnatch’ in the Lewis Carroll poem ‘Jabberwocky’), who you will see out and about the Village when the family are out for walks. He’s not frightening!
